Molina de Segura's Municipal Economic Assistance Plan has achieved recognition of social rights in two years and has promoted transparency and guarantee of the award process (27/02/2019)

The City of Molina de Segura, through the Department of Social Welfare, has presented the balance of the Municipal Economic Assistance Plan for Attention to Situations of Social Need and Childhood Support between 2016 and 2018. The data has been presented in press conference, today, Wednesday, February 27, by the Mayor of Molina de Segura, Esther Clavero Mira, the Councilor for Social Welfare, Ángel Navarro García, and the Sociologist of the Technical Unit of the Department of Social Welfare, Salvador Manzanera Román.

The Municipal Economic Aid has as an objective the attention of the social necessities of indispensable character and of first necessity, understanding for such those economic aid with punctual character or limited periodicity destined to palliate or resolve situations of social emergency, to prevent situations of social exclusion and to favor the full social integration of the sectors of the population lacking economic resources of their own to attend to their basic needs.

These aids were regulated in Molina de Segura through two municipal ordinances:

Regulatory Ordinance of municipal financial aid for children, of October 5, 2017.

Ordinance regulating municipal financial aid to address situations of social need, October 5, 2017.

The main conclusions obtained from the analysis of the Municipal Economic Aid for the period 2016 2018 are the following:

In the first place, a recognition of the social rights of the people of Molin has been achieved.

In addition, there has been a boost to transparency and guarantee of the award process.

Such ordinances responded to the political commitment of the current government team of the Molina de Segura City Council for the prevention of situations of vulnerability.

At the same time, they made possible the recognition of social rights, the precise delimitation of the concepts subject to consideration for the granting of municipal economic aid, the unification of access requirements;

the determination of homogeneous amounts;

and the elimination of arbitrariness in the granting of these aids.

Therefore, the ordinances have made it possible to advance in transparency and in a greater guarantee of the award process, reverting to greater satisfaction of the user of social services.

Secondly, there has been a reduction in the number of Municipal Economic Assistance files between 2016 and 2018. Between 2016 and 2018 there has been an annual decrease of the processed files for Municipal Economic Aid of up to 16.7%.

The improvement in user satisfaction of the social services mentioned above has also been due to the temporary extension of the social diagnosis, allowing several concepts to be combined in a single file.

This, in addition, has resulted in a reduction in the workload of the Administrative Unit, improving its efficiency.

In third place, it has been observed a maintenance of the total approved amount of Municipal Economic Aid between 2017 and 2018. Between 2017 and 2018 there has been an interannual increase of 0.4%, from 341.603,89 euros in 2017 to 342,890 , 73 euros in 2018. On the one hand, if one takes into account that in 2018 1,115 family units of these Municipal Economic Aid benefited, the average annual amount per family unit was 307.5 euros in 2018. On the other hand, if one takes into account that in 2018 3,450 people benefited from these Municipal Economic Aid, the average annual amount per beneficiary was 99.4 euros in 2018.

Fourth, the concepts that have the greatest weight on the total approved amount in 2017 and 2018 are Food, Rent, Books and Electrical Supply.

Finally, the sociodemographic profile of the family units requesting the Municipal Economic Aid has also been analyzed, with the following being for the year 2018:

Type of family: two-parent (38.0%) and single-parent (34.8%).

Nationality: Spanish (57.1%).

Gender: women (55.9%).

Age: 30-64 years (44.8%) and 0-12 years (35.9%).
