The Molina de Segura City Council and the Altorreal Conservation Collaborating Urban Entity sign an agreement for the installation of a video surveillance network to reinforce and improve citizen security (28/02/2019)

The act of signing the agreement between the Urban Conservation Collaborating Entity (EUCC) of Altorreal and the City of Molina de Segura for the installation of a video surveillance network for the reinforcement and improvement of citizen security and, with it, of prevention crime has taken place today, Thursday, February 28, in the municipality of Molinense.

The Mayor of the town, Esther Clavero Mira, the President of the EUCC of Altorreal, Almudena Aguado Hernández, and the First Deputy Mayor and Councilor for Citizen Security, Fernando Miñana Hurtado attended.

The agreement aims to regulate the joint actions of the Molina de Segura City Council and the EUCC Altorreal for the installation in the Altorreal Urbanization of a video surveillance camera system to reinforce and improve citizen security, and, therefore, criminal prevention.

The City of Molina de Segura is committed to attend, before the Delegation of Government of the Region of Murcia, the mandatory request for authorization for the installation of fixed video cameras, in maximum number and places included in the Technical Project for the Installation of Cameras of Videovigilancia, accompanied by the Urbanistic Entity Collaborator of Conservation Urbanization Altorreal, for the formalization of the agreement.

This request will be made in accordance with the requirements of the aforementioned precept and project, indicating the reasons that justify the request, definition of the recording area, type of cameras and their technical conditions, unnecessary recording of sounds, qualification of the persons in charge of the exploitation of the image processing system, if applicable, and time of the recordings.

In the case of refusal of authorization, the Molina de Segura City Council will not be obliged to formulate allegations, nor to file any appeal either administratively or through administrative litigation against express refusal resolution or administrative silence .

In addition, the necessary space will be enabled in the premises of the Local Police of Molina de Segura to house the necessary equipment of reception / custody of the captured images, and tension will be provided throughout the day by the municipal street lamps in which the video surveillance cameras.

For its part, the Conservation Collaborating Urban Entity will be obliged to;

realize at your own risk the installation of video surveillance cameras, and carry out the maintenance, renewal / replacement / replacement of any element that configures it, whether due to breakdown, necessary updating, adaptation to the applicable regulations or in fulfillment of the requirement made by the Town Council of Molina de Segura;

assume all expenses, taxes, fees or costs of any other nature that entails the installation and integral maintenance of the video surveillance system;

and to assume the elaboration and costs of the reports, projects and any other documentation that were necessary to complement or improve the authorization request.

In addition, before the start of installation work, the EUCC must:

If necessary, submit a technical project adapted to the authorization granted by the Government Delegate, within a maximum period of 15 working days from the time the City Council is notified of the authorization granted.

Communicate to the City Council if it is going to proceed with the installation of the total of projected-authorized cameras or only part of them.

Should, in the latter case, present a partial project in which the number and location of those and partial technical projects that are necessary or required by the City Council for implementation are counted.

Each extension of the number of cameras installed initially must be communicated to the City Council, accompanied by the due partial projects, without it being possible to carry out the extension of the installation without the prior municipal authorization.

Present a project to create an electrical network independent of the municipal one that allows the operation 24 hours a day of the cameras of videovigilancia.

Submit a project that includes a secure encrypted channel, through the Internet, differentiated from the municipal wireless network, to establish communication between the different elements that make up the video surveillance system and the elements that are installed in the premises of the Local Police. Molina de Segura for the reception / custody of the recorded images.

The installation will be carried out with: the requirements, conditions and limitations established by the authorization granted by the Government Delegation of the Region of Murcia;

the terms established by the authorizations and / or licenses that, prior to initiating the installation, whether total or partial, have to be requested by the Entity;

the requirements and instructions given by the City Council for the implementation and adaptation to the times that it sets;

and the project submitted for the signing of this agreement and others that have to be prepared for the installation of the video surveillance network.

The company that is hired by the Collaborating Urban Entity for the installation of the video surveillance system must be accredited by the Ministry of the Interior and duly registered in the General Directorate of the Police, and must be accredited such ends or any other that may be required in accordance with the regulations of application before the beginning of any work of execution of the installation.

The system will be operative continuously 24 hours a day every day, and any incident of which one has knowledge in the maximum period of two hours must be attended;

and, proceed to the repair, replacement, adaptation of any element that is necessary for its correct operation or required by the City Council in a maximum time of 24 hours.

Finally, for its implementation, the EUCC will have to submit a report on the completion of the system's implementation that, at a minimum, includes: the number of cameras installed, the identification of the companies that have participated in its execution and start-up, with the certifications and / or bulletins that according to the activity of each of them are required by the applicable regulations, photographs of the exact framing of each one of the cameras resulting from the tests that have been carried out, and contact details of the 24 hours assistance service for maintenance, resolution of incidents and repairs.

The EUCC will respond and will be directly responsible for the compliance, by each of the companies that carry out the necessary tasks for the implementation and maintenance of the video surveillance system, of the regulations that are required of each of them, as well as that the video surveillance system complies at all times with national and community regulations that are applicable in terms of security, protection and data processing.

Upon termination of this agreement, or any of its extensions, the video surveillance system, with all its elements and facilities of any nature that have been necessary for its operation, will become the property of the City of Molina de Segura, without compensation or any compensation right for the EUCC.

In addition, of the commitments established in the agreement do not derive economic obligations of any nature for the City of Molina de Segura, being all expenses, taxes, fees and costs of any nature are earned by its installation, operation, maintenance, conservation or adaptation to the regulations applicable at all times, of the exclusive account of the Urban Entity Collaborating Conservation.

This agreement is valid for one year, from the date of its signature, without prejudice to its extension for additional annual periods up to a maximum of four years.

Each extension must be express and agreed, at least one month before the expiration of the present or the extension in question.
