The Molina de Segura City Council presents allegations to the Murcia Region Passenger Transport Master Plan (18/09/2020)

| The allegations made refer to various aspects, such as greater specificity in financing, segregation of services, extension of the tram or the creation of a public transport interchange in the municipality | The City Council of Molina de Segura has presented, before the General Director of Mobility and Litoral of the Ministry of Development and Infrastructure, a series of allegations to the Master Plan of Passenger Transport of the Region of Murcia, as reported, today Friday 18 of September, the Councilor for Mobility, Eliseo García Cantó. The CLAIMS raised by the Molinense Council are the following: - The Master Plan for Passenger Transport in the Region of Murcia (PDTVe) is set out in Law 10/2015, of March 24, which establishes the competence system in urban and interurban transport in the Region of Murcia, as the instrument to set the framework for the development of the general transport system throughout the regional territory and the mechanisms of interrelation between it and the communication systems of other territorial areas.

The minimum contents of the Master Plan are set out in article 22.3 of the aforementioned regulation, including the following: "b.

Configuration of the regional transport network referring to infrastructures and services, establishing the basic levels of provision of these and the need for those works of construction and modification of the infrastructures that are deemed necessary to ensure an efficient operation of said network , as well as the requirements and characteristics of the regular transport services of public responsibility referred to each of the transport modes c.

Definition of the financing and economic management system d.

Definition of a rate and schedule regime that encourages intermodal communication at the regional level and from there with the outside world ". Although in the Plan itself, submitted to public information, it is said that it lacks executive character and sets the framework for the development of the general transport system in the regional territory and the mechanisms of interrelation between this and other territorial areas, and that said PDTV simply presents future non-binding lines of action, in which details of future development projects are not defined, it is no less true that the previously expressed precept clearly establishes the minimum contents that it must include and that, in the opinion of the City Council, they are not contained, especially in certain aspects, causing a foreseeable future damage to the City Council. - Within the program epigraphized as 5.1.1 "Program for the Creation of urban public transport networks", the City Council requests that, in addition to the segregation of urban services provided under regional concessions to form a unified urban network with municipal services , consider the possibility of segregating, to join the municipal, those services that, despite running entirely between two municipalities, there is no reciprocal influence, but mostly run through one of them and only access the other because it is the destination of users, just as they only depart from said destination, not to provide a service to that second municipality, but to pick up travelers from the first municipality.

This point refers, for example,to the line that connects Molina de Segura with the University of Murcia, which runs more than 90% through the municipality of Molina, while it only accesses the municipality of Murcia to leave the students of Molina de Segura.

Although it is true that section 5.4.04.02 refers, among the management instruments, to the preparation of Metropolitan Transportation Plans (art.

21 of Law 10/2015), it is no less true that assumptions such as the one analyzed They should be an integral part of the municipal transport network of Molina de Segura, which would allow better and faster solutions to the needs of this municipality, since it does not require the concurrence of the will of the second municipality, which does not have to be involved in needs that, in reality, are not reciprocal, but only affect the first.

So,Just as the need to request the Ministry for the segregation of certain traffics that run through the Region is foreseen, the segregation of said traffics from the regional concessions should be agreed in favor of the affected municipalities, not only when they run entirely through the same municipal term, but when they also run through a second municipality in a merely testimonial way. - In section 5.2.2 "Program for the development of regional railway lines" it is discussed the extension of the tram to the north to incorporate Molina de Segura and its metropolitan area.

"This is one of the objectives of this municipality, as it would greatly facilitate the displacement of residents to meet their health, educational and leisure demands, but the paucity with which said program is expressed on PDTV, in which it does not No characteristics of the proposed development are established, nor deadlines, nor forecasts regarding its financing, they make us fear that finally said program will be empty of content and without being executed, so we understand that at least forecasts regarding what the development is should be included and specific objectives of this program,as well as the execution deadlines and forms of financing it ", explains Eliseo García. - With regard to the Program for the creation of public transport interchanges (5.2.4) and in relation to the creation of Bus + Regional Train interchanges, the creation of an interchange in Molina de Segura should be envisaged to guarantee the connection between the different municipal services and the tram, which would allow residents of Moline to access the tram services through said interchange, thus avoiding having to travel from the current bus station to a future tram station.

All of this should necessarily be linked to program 5.2.5 "Program for the creation of bus stations.

"Management instruments", regarding the Program for the Elaboration of Metropolitan Transport Plans to organize public transport between municipalities with reciprocal influence, the City Council understands that the mere provision of this program is not sufficient, therefore, within the generality and lack of enforceability of the content of the PDTV, provisions should be included as maximum execution deadlines and, in this regard, the determination of external bodies to the municipalities involved that clarify or arbitrate solutions, on an executive basis, in the event of foreseeable disagreements between the affected municipalities, in order that the eventual circumstances that may occur in one of them may not negatively influence the development of the transport needs of the rest. - Finally, the Molinense Consistory states that art.
