| This is one of the actions provided for in the Municipal Contingency Plan for COVID-19, approved in the Municipal Plenary for a total amount of 200,000 euros | On October 29, the regulatory bases of the call for the granting of subsidies for freelancers and companies were published in the BORM, according to the Contingency Plan for COVID-19, endowed with an amount of 200,000 euros.
Until December 31, those freelancers and companies that so wish may apply for such aid.
Applications will be studied in order of arrival and must be submitted to the Electronic Registry of the Molinense City Council.
To date, approximately 200 applications have been made.
From the Department of Commerce and the Municipal Office of Companies, advice is offered and doubts that arise to applicants are resolved.
It will be the competent body for the instruction of the procedure.
The subsidies will be awarded from the municipal budget item of business support subsidy for COVID-19 of the General Budgets of the Molina de Segura City Council for the 2019 financial year, extended to 2020, for a total amount of 200,000 euros.
The amount of the subsidy will be distributed in the lines indicated below: First Line (endowed with 100,000 euros): Acquisition of sanitary material and / or protection elements to adopt hygienic-sanitary measures due to COVID-19, investments in security and implementation of reforms for adaptation and maintenance of establishments to comply with the protocols to avoid the spread of the aforementioned virus: 65,000 euros.
It shall be understood as health protection material: protection masks FFP2 and FFP3, type II and IIR surgical masks, protective glasses, nitrile protective gloves, disposable waterproof gown, hydroalcohol solution.
liquor, disinfectant gel, sanitary alcohols, ozone equipment, fixed or roll-up protection screens, safety labeling and health warning.
Investment in online commerce and home sales: 35,000 euros.
It will include the implementation of new technologies for online commerce or door-to-door sales, computer equipment, web pages, and computer digitization.
Second Line (75,000 euros): Companies created from January 1, 2020: 25,000 euros.
Registration of new self-employed workers, with or without employees: 25,000 euros Increase in the workforce compared to the existing one on March 13, 2020: 25,000 euros.
Third Line (25,000 euros): Leasing or mortgage expenses of commercial or business premises, for freelancers or companies of registration / creation ONLY as of March 13, 2020: 25,000 euros.
The following may be beneficiaries of the subsidy: From the First, Second 1 and Third lines.- The self-employed (with or without workers) and companies (with up to 25 workers as of March 13, 2020), whose business volume or balance has not exceeded 2,000,000 euros in fiscal year 2019, and who have their tax address, workplace or business premises in the municipal area of ??Molina de Segura.
Of the subsidy lines Second 1 and 2.- The self-employed (with or without workers) with new registration in the organizations due from January 1, 2020, and the companies established from the same date.
The self-employed who are not holders of the economic activity are excluded, either because they are "self-employed collaborators" (spouse and relatives up to the second degree inclusive by consanguinity, affinity and adoption, who collaborate with the self-employed person in a personal, habitual and direct way and do not have the status of salaried employees), either because they are a manager or administrator of a commercial company, or a relative of it, in the terms established in the regulations of the Social Security.
As well as those self-employed and companies in which any of the points established in art.
13.2 of Law 38/2003, of November 17, General Subsidies except the letters bye,provided that the declaration of insolvency or non-compliance with tax or Social Security obligations have been generated after March 13, 2020.
Criteria for determining the amount of the subsidy Purchase of sanitary material: the amount of the subsidy will amount to 40% of the investment with a limit of 600 euros.
Investment in computer digitization: for investment in online commerce, door-to-door sales and / or e-commerce platforms, the amount of the subsidy will consist of 20% of the investment with the limit of 750 euros.
Creation of new companies and freelancers (registration or incorporation as of March 13, 2020): for freelancers the amount of the subsidy will consist of the fixed amount of 500 euros; and in the case of companies, the subsidy will be for 15% of the share capital with a maximum of 500 euros.
Generation of new employment: for freelancers and companies that had a staff between 1 and 5 employees on March 1, 2020, the subsidy will consist of the amount of 600 euros for the hiring of each new employee; In the case of freelancers and companies that had a staff of between 6 and 10 employees on March 1, 2020, the subsidy will be 500 euros for the hiring of each new employee; and in the case of freelancers and companies that had a staff between 11 and 25 employees on March 1, 2020, the amount to be subsidized is 400 euros for each new employment.
Lease or mortgage scheme: the amount of the subsidy will consist of 40% of the monthly payment of the lease of the business premises or premises or of the mortgage payment, with a limit in both cases of 400 euros .
