The Mayor of Molina de Segura shows the Director General of Community Funds the discomfort of the municipality for the rejection of the candidacy of EDUSI Esther Clavero met today Monday, June 19, in Madrid, with Jorge García Reig (19/06/2017)

The initiative, based on the model that the European Union has defined as EDUSI, improved the candidacy of 2015 and was approved by the Municipal Plenary in December 2016

The Mayor of Molina de Segura, Esther Clavero Mira, met today, Monday, June 19, with the General Director of Community Funds of the Ministry of Finance and Public Function, Jorge García Reig, and has shown the discomfort of the municipality for the Rejection of the candidacy of the Molina de Segura 2020 Sustainable Urban Development Strategy (EDUSI), AVANZA CONTIGO, promoted by the City of Molina.

"Without a doubt, this decision is a grievance for our municipality, since this second call has been resolved with the selection of a single project, a large city, leaving out municipalities with fewer resources," explains the Mayor.

"Strategies that had an excellent valuation, without having been modified, have lowered of score, adjusting everything so that Molina de Segura is outside. It seems to us a game of trileros and an injustice for the citizenship of Mine and of the Region of Murcia, where other municipalities Have also been left out, so that the city of Murcia can have all the resources. I would like both the Federation of Municipalities and the Government of the Region of Murcia to defend and face their municipalities, "says Esther Clavero .

Molina de Segura City Council is involved in the development of its Strategic Plan with the horizon set in 2020. This plan is based on the model that the European Union has defined as Sustainable Urban and Integrated Development Strategy (EDUSI).

Said strategy will be necessary for the municipality to have access to the funds that the European Union makes available to local public administrations.

The Ministry of Finance and Public Administration approved and published the second call for the selection of Sustainable and Integrated Urban Development Strategies (EDUSI), which will be co-financed through the FEDER operational program for sustainable growth 2014-2020 (BOE 7 October 2016).

The City of Molina de Segura, in view of the evaluation of the EDUSI of 2015, of the score assigned by the Valuation Commission, and taking into account the objectives that motivated the submission of the candidacy in 2015, considered it necessary to participate in the Second call, 2016, and present a new strategy, which was approved in the Extraordinary Municipal Plenary that was held on December 14, 2016.

"In the 2016 bid, the objectives were reformulated, reworked and expanded, some lines of action were modified and the budget was reallocated to actions that could have a better valuation and to extend the number of actions and potential beneficiary areas of our city," he explains. The Mayoress.

The municipality of Molina has already participated in the first call of 2015 for the selection of strategies for Sustainable and Integrated Urban Development, with the Molina Ciudad EDUSI strategy.

This strategy exceeded the initial selection phase (minimum 50 points) and was approved with a good score (68.5), although insufficient to obtain ERDF funding (the strategies financed in the Region of Murcia obtained a score of 70.5).

EDUSIs are part of the European Strategy 2020, specifically within the objectives of smart, sustainable and inclusive growth promoted by the European Commission.

European funds are therefore expected to support the development of such strategies in cities and functional urban areas.

These strategies must address economic, environmental, climatic, demographic and social challenges to promote urban development (ERDF Regulation).

EDUSIs are development co-financing instruments, in which the ERDF finances up to 80% of the strategies and the beneficiary entities at 20%. The planned financing of the actions contained in the strategy for the period 2017-2023 amounts to 18,750,000 euros, constituting the municipal contribution 3,750,000 euros.

The three moments of the Strategy:

Definition of the general framework of the objectives and lines of action.

The municipal strategy that has been developed is the framework for, in the case of obtaining ERDF funding, the Municipality of Molina de Segura later select the operations to be carried out in the defined urban area.

In this first moment, therefore, the main orientations, objectives and lines of action are defined.

Specification of operations.

Depending on the granting of the financing and its amount, the City Council and the Ministry would specify the operations to be deployed in the city.

This definition would count on the participation of neighbors of the affected neighborhoods, the entities, associations and the citizenship.

This would allow the concrete operations to be designed from the final amount of aid, with the participation of citizens and social groups.

Development of the strategy.

The selected urban area is the effective support for the long-term strategy, not simply the area where specific urban improvement operations would be carried out.

This would allow a comprehensive intervention in the city, innovative, sustainable, protection of natural and cultural resources and social inclusion.

To this the four thematic objectives selected in the EDUSI, with their assignments:

OT2: Improvement of the use and quality of ICT, which is allocated 2,450,000 euros, which represents 13.1% (it must be between 10 and 15% of EDUSI).

OT4: Favor the transition to a low carbon economy, which is allocated € 4,951,042, or 26.4% (it must be between 20 and 30 per cent of the total).

OT6: Protect the environment and promote the efficiency of resources, with 5,053,125 euros allocated (must assume between 25 and 35 per cent of the total).

OT9: To promote social inclusion and the fight against poverty, which is allocated 5,920,833 euros (it must be between 25 and 35 per cent of EDUSI).

Improvements implemented in the new Strategy

A summary of the participatory budgeting process carried out during 2016 is included.

A new budget is established based on the new lines of action.
