Molina de Segura commemorates the International Day of the Right to Know (29/09/2017)

The City of Mine has also presented the start-up of the new Web Portal of Budgets

The event commemorating the International Right to Know Day took place on Friday 29 September, in the Plenary Hall of the City of Molina de Segura.

The Mayor of the town, Esther Clavero Mira, the President of the Transparency Council of the Region of Murcia, José Molina Molina, First Deputy Mayor and Transparency Councilor, Fernando Miñana Hurtado, and the Councilor for Citizen Participation, Pedro Jesús Martínez Baños.

Firstly, the Manifesto of the President of the Transparency Council of the Region of Murcia, José Molina Molina, was read.

Next, the Web Portal of the Budgets of the City of Molina de Segura, promoted by the Department of Transparency, has been presented and, finally, an evaluation of the process of Participatory Budgets 2017 of the Municipality of Molina de Segura , promoted by the Department of Citizen Participation.

Manifesto of the International Day of the Right to Know

Today we want to express to the citizens of Molina de Segura, on the International Right to Know Day, the importance of fully exercising that right, and highlighting the values ​​they represent for the citizens.

It is the right to information, control of the public, participation and accountability of all decisions made by politicians, so that they are known and controlled by the citizens, in order to better understand our complex society. globalization that tends to operate in opacity.

We want to know and understand, because we want to leave this dark systemic night.

Today we need that knowledge, to understand, to control the systemic darkness of our institutions, where it is not easy to find an answer, because we look for them too much in the dumps of obsolete ideas.

We often look for what is exhausted to reanimate it, when we have to apply ourselves more in innovation, even if it is more difficult.

Let us not walk the easy ways, for they have their traps.

Let us advance in the most deserted ways, because our spirit will be strengthened, and the citizenship needs a new energy that responds to a participatory democracy.

And these manifestations that I made yesterday from Caravaca de la Cruz and today I reiterate in Molina de Segura, I wish that they reach all the municipalities and territories, to emphasize that, on this International Day of Right to Know, it must be an event that encourages us to reflect on what in modern society represents the aspiration of that right.

To know, is often to dissent, to investigate the whys of life, to analyze our disconformities with more information.

It is, in short, to cultivate the critical spirit, which always leads us, like children, to ask why?

And in the answers of those who have the obligation to explain what we ask, we will find solutions, discontents and even contempt: What does this want to know this?

The questioner wants to go from ignorance to certainty, and in that exercise of his right we do not have to ask, what do you want to know?

He wants to know!

It is your fundamental right.

Precious aspiration of the citizenship to leave the prevailing opacity, that darkness that fights to leave since the Declaration of the Rights of the Man and of the Citizen proclaimed the 26 of August of 1789.

I write this sadly, for the bitter experience of living the absence of achieving the ideal goal of a transparent society.

And to see and feel in your own flesh how some ruthless assaults you on the way, stripping you of the place, without realizing that we walk without

saddlebags: we do not have luggage, only ideas and craving for freedom, so that inequalities do not destroy our coexistence.

Power does not encourage us: we only pretend that we can all BE.

On the day of knowledge, the desire is to open institutions so that transparency does not become a marketing ranking, but a way of life to be more fair and in solidarity with all.

For I want to emphasize that today wealth is concentrated more than ever and is breaking the desire for coexistence, basic to build a country and a global society.

Today is a good day to think that we should not serve interests of the "economic empire" that wants to dominate us under the most predatory aspects of the market, and its attacks on natural resources, whether energy, land or water.

I wish a regime of coexistence that exercising their rights unmask those who exercise power from an ideological classism that manifests itself in society with fatal consequences.

Today we need to promote an educational system that fosters values, because from that strength, it will be possible to eradicate sexism, racism and the neoculture that prevents the practice of human dignity.

Today is a good time to commit ourselves to recover it, defend our mother nature, promote and encourage ways of feeling and being more supportive, thinking that we must replace infinite quantities and tastes, for a sense of proportionality, to get away from the euphoria development to the benefit of fair limits.

And one more need: to promote diversity with a very strong sense of horizontality, to promote social cohesion.

In the Right to Know Day, citizens have to take a step in reinforcing that feeling of being human, because exercising knowledge, we will not perpetuate the inhuman concept in which they want to keep us.

Web Portal Budgets of the Municipality of Molina de Segura

With this new Internet portal, included in the actions that are being carried out to promote municipal transparency, Molina de Segura City Council aims to make citizens' budgets more comprehensible for citizens, in a graphic, intuitive and accessible way from any device, using data in open formats that allow its reuse and interpretation.

The annual budget information is presented in 3 sections:

Global vision.

It shows the income and expenses, broken down by accounting items, indicating the budgeted and executed in each fiscal year.

Policies.

This section provides information on how you enter, what you spend, and for what.

The classification by programs serves the purpose and objectives to be achieved, it informs on what is spent, that is, the purpose of the expenditure.

My taxes.

This section shows approximately how the money that taxpayers contribute with their taxes and fees is distributed.

The portal shows information on the years 2015, 2016 and 2017, which allows you to compare and see the evolution of budgets.

The information comes from the municipal accounts and is updated quarterly, as the quarters are closed and the General Administration of the State is informed about the execution of the budget.

The Internet address of this new portal is: http://molinadesegura.conmisimpuestos.com and is also accessible through links from the municipal portal, the portal of transparency and other websites that the City maintains on the Internet.

The portal is designed taking into account the principles of accessibility and adaptation to any device, has content searcher, graphic and table view, export information in open formats and an intuitive and simple design that facilitates navigation.

For the implementation of this portal, the services of the company Governalia have been outsourced, which has years of experience in the branches of Open Government, transparency, accountability and citizen participation.
