The act of signing the General Protocol of Action between the City of Molina de Segura and the City of Madrid for collaboration in the implementation of the model of citizen participation in the municipality of Molina de Segura took place today Friday, November 17, in the Wooden Room of the Cibeles Palace in Madrid (headquarters of the Madrid City Council).
The Mayor of Molina de Segura, Esther Clavero Mira, the Delegate of the Government Department of Citizen Participation, Transparency and Open Government of the Madrid City Council, Pablo Soto Bravo, and the Councilor for Citizen Participation of Molina de Segura, Pedro Jesús Martínez attended Bathrooms.
The signing took place at the same time as the ConsulCon17 event, held at Medialab-Prado, attended by representatives from more than 50 cities that have adopted the Decide Madrid software to share knowledge and experiences.
The purpose of this protocol is to set common objectives for action in the area of ​​direct and individual participation of citizens in government decisions;
articulate the collaboration of the parties in the establishment of a framework of understanding that can allow this citizen participation;
and collaborate to establish the necessary tools for the development of the citizen participation model.
The Government Area of ​​Citizen Participation, Transparency and Open Government of the City of Madrid makes available to the City of Molina de Segura the necessary collaboration for the implementation of the model of direct and individual participation of citizens in government decisions.
In addition, it will collaborate with the Molina de Segura City Council to establish the necessary bases for the implementation of the direct and individual citizen participation model.
In this way, Molina de Segura joins, together with five other cities, to the citizen participation network used by CONSUL, the free and free software on which Decide Madrid is based, to develop its own platforms.
For its part, the City of Molina de Segura will use the knowledge and tools that, by virtue of the collaboration established in this protocol, make available the Government Area of ​​Citizen Participation, Transparency and Open Government, to start all or some of the following aspects of direct and individual citizen participation:
a) Citizen proposals: participation tool that allows citizens to make a proposal for the improvement of the city, that this be supported by the rest of the citizens and, if it has enough support, that it be put into practice.
b) Public hearing on specific actions: participation tool that allows to submit a part of the initiatives that the City wants to make to a citizen's decision.
c) Participatory budgets: participation tool by which a part of the budget of the City Council will be invested in what the citizen decides directly.
To do this, each citizen makes proposals for spending and supports the initiatives of other citizens.
The financing of the proposals with the most support will be carried out with charge to the budgets of the entity.
The Molina de Segura City Council will be able to use, share and adapt the experience shared by the Madrid City Council to establish the foundations of the necessary framework for the implementation of the direct and individual citizen participation model.
In addition, both parties are available to third parties to disseminate the model of direct and individual citizen participation, collaborating, in the media that is possible.
The framework of collaboration that arises from this protocol is valid for four years.
