Molina de Segura City Council encourages respect for spaces reserved for people with reduced mobility through the awareness campaign Put yourself in my place, not on my site (05/04/2018)

The Department of Social Welfare granted 326 European parking cards during the year 2017, 32.5% of the 1,004 cards in use at present in the municipality

The presentation of the work done in the campaign Ponte en mi lugar, not on my site, promoted by the Department of Mobility of the Molina de Segura Town Council, and the data on parking cards for people with disabilities, processed by the Department of Well-being Social, has taken place at a press conference today, Thursday, April 5.

The Mayor of the town, Esther Clavero Mira, the Councilor for Mobility, Antonio López Vidal, and the Councilor for Social Welfare, Ángel Navarro García, attended.

The project, endowed with a budget of 15,121.54 euros, consisted in the painting of the signaling on the road of 81 parking spaces reserved for disabled people, with the motto "Do you really want to be in my place?

and in the installation of a signage attached to the regulations, which warns of the amount that would entail the violation of traffic regulations and the telephone number of the Local Police of the municipality.

On the other hand, 72 vertical signs have been installed in zebra crossings, together with the existing one, which informs about the inconvenience caused to people with reduced mobility by the indiscipline of the vehicles, and also the amount involved in the commission of such infraction. .

After these works, an awareness campaign that encourages respect for the prohibition of parking in places for people with reduced mobility, as well as in pedestrian crossings.

The objective of this campaign is to raise awareness among citizens, through actions aimed at avoiding parking in pedestrian crossings, sidewalks and reserved spaces for vehicles of people with reduced mobility, in all the municipal roads, and, mainly, in the vicinity of schools, medical centers and public establishments.

To support the campaign, 5,000 leaflets with the motto and images will be distributed.

As the Councilor for Mobility, Antonio López Vidal, points out, "The measure will try to tackle the problems we face daily in our municipality, like the times we go down the street and can not cross or even continue. a car, van or motorcycle invade a sidewalk or occupy the square, not counting the fraudulent use of the cards by family members of cardholders or even people who have already died. "

The urban center, official seats, schools, medical centers, etc. have been prioritized, but the intention, as Vidal has indicated, is to continue the action to the rest of the municipality.

The measure to improve accessibility is included in the proposals of the Sustainable Urban Mobility Plan (PMUS) of Molina de Molina de Segura, to promote pedestrian mobility, which aim to implement more sustainable forms of travel (walking, bicycle, public transport) within a city, thus guaranteeing a better quality of life for citizens.

For his part, the Councilor for Social Welfare, Angel Navarro, has reported on the management carried out by the City of Molina de Segura to process parking cards for people with disabilities.

The so-called European Parking Card authorizes the parking of the vehicles of those who obtain it in the places of the public roads of the municipality of Molina de Segura, as well as in the rest of the municipalities of Spain and the member states of the European Union.

It is a public document, whose processing and issuance corresponds in Molina de Segura to the Department of Social Welfare.

The Social Services Center of Molina de Segura has processed a total of 2,587 records of the European parking card, since the end of 2007. Prior to this date, the procedure corresponded to local police.

At present, 1,004 cards are in use (as of 02/01/2018):

981 individual cards for people with reduced mobility.

4 cards for people with visual deficit.

19 cards for collective transport.

3 provisional cards.

During the year 2017, 326 cards were granted, 32.5% of those that are being used.

"People with reduced mobility should have measures and actions that facilitate their movement, we need to understand that a card is not a privilege, nor a prize to a person with a disability that presents serious mobility problems, it is simply a positive action that facilitates the difficulties in his day-to-day life Angel Navarro points out: The responsible use of the card, as well as the reserved areas for parking for people with disabilities, must be a commitment of all citizens, in this way we will be helping people with reduced disability that need to move independently The use of a means of transport other than public means of transport is for many people with disabilities the only way to travel with a view to social integration.

To obtain the parking card for people with disabilities, the following requirements must be met:

Residents in the municipality of Molina de Segura.

Recognize a disability equal to or greater than 33% with 7 mobility points or that show in the best eye a visual acuity equal to or less than 0.1 with correction, or a visual field reduced to 10 degrees or less.

(in both cases ruled by the Murciano Institute of Social Action, IMAS)

Persons with reduced mobility and / or visual impairment may be holders of the card, provided that the existence of factors that affect mobility are determined.

They may also be owners, persons or entities intended for the collective transport of people with disabilities.

The application must be accompanied by the following documents:

The application completed and signed

Photocopy of the National Identity Document, or in its case the NIE, passport or other document that proves your identity.

Photocopy of the assessment of the degree of disability with the points of mobility or visibility, in both cases by the IMAS.

2 passport-size photographs.

The request may be submitted in writing in the General Registry or by any of the means accepted by law.

To facilitate the processing, the application can be attended at the nine decentralized social service points in the municipality: Altorreal, La Alcayna, El Fenazar, La Ribera de Molina, El Llano de Molina, La Torrealta de Molina and, in Molina de Segura, in the centers of Las Balsas, San Roque and La Cerámica.

Holders of the parking card for people with disabilities can use it in areas reserved for people with reduced mobility, in areas of limited time, loading and unloading areas, areas of ARO and any place on public roads, for justified reason and indispensable time (with the limitations that could be established in each case).

The parking card does not allow, in any case, authorization to park in pedestrian areas, in pedestrian crossings, in places and cases where it is prohibited to stop, places that obstruct fords or emergency exits, areas bounded for reasons of public safety and spaces that reduce traffic lanes.

The parking card issued in favor of and for the benefit of a person with reduced mobility is of a personal and non-transferable nature, and can only be used when the owner drives a vehicle or is transported there.

For exceptional situations and due to illness or pathology of extreme gravity, a provisional parking card can be obtained, as long as the documentary accreditation included in the regulations is complied with.

The issuance of the card corresponds to the following typology:

Individual Card for people with mobility problems (usual).

Individual Card for people with visual deficit.

Collective Card for entities and / or holders of vehicles dedicated to the transportation of people with disabilities.
