Molina de Segura City Council launches the Participatory Budgeting process 2018 (10/04/2018)

The process, in which local residents and neighbors over 16 years old will be able to participate, was presented by Mayor Esther Clavero on Monday, April 9, in the Plenary Hall of the City Council.

The act of presentation of the process of the Participative Budgets 2018 of the Molina de Segura Town Council took place yesterday, Monday, April 9, in the Plenary Hall of the City Council.

The Mayor of the town, Esther Clavero Mira, the President of the Council of Transparency of the Region of Murcia, José Molina Molina, the Vice President of the Federation of Associations of Interbarrios Neighbors, Aurelia Fernández Fernández, the Councilor for Citizen Participation, Pedro Jesús Martínez Baños, and the Director of Coglobal, Andrés Falck.

The Participatory Budgets 2018 are a tool for participation and management of the municipality through which citizens can propose and decide on the destination of part of the economic resources of the City Council.

Through the Participatory Budgeting, the neighbors establish their main demands and concerns regarding public investments, activities and programs of the different municipal areas so that they are included in the budget of the City Council, prioritizing the most important ones and subsequently following up on the commitments made.

According to the Mayor, Esther Clavero, "Participatory Budgeting is not the solution to all the structural problems that the municipality suffers for years, but they can contribute to alleviate basic deficiencies and launch activities that impact, in general, on the population of the municipality and, above all, are a commitment of the Municipal Corporation for participatory democracy as a new form of government, a tool to achieve the empowerment of citizens and an instrument for the defense of the public to promote a participatory culture in the public management of our city. "

The Participatory Budget of 2018 is a self-regulated process by the citizens themselves, binding for the Municipal Corporation in the commitment of expenditure, based on deliberation, in its universal character (one person, one vote) and in the monitoring and social control in the accountability.

WHO AND HOW CAN YOU PARTICIPATE?

They can participate by proposing and prioritizing any of the residents of Molina de Segura, over 16 years old.

They can only participate in the voting phase, whether it is done in person or online, who are registered in the municipal register on the date of the voting day.

You can participate in any of the phases of the project in person, going to the various assemblies and meetings to be held in the corresponding social center or online, by going to the web page www.decide.molinadesegura.es, where you have to register giving yourself high in the application.

HOW CAN I PARTICIPATE?

1 °) PROPOSING ACTIONS:

Proposals can be made in person at the Proposal Workshops that will take place in neighborhoods, districts or developments, or through the Citizen Participation portal www.decide.molinadesegura.es.

It will have to be done explicitly and clearly using the proposal sheet that will be provided both in the workshops and online.

The deadline ends on April 22.

Proposals for action can be made on all areas of municipal competence, whether it is INVESTMENT or whether it is ACTIVITIES AND PROGRAMS.

The proposals may have a scope of municipal or zone action.

THE MUNICIPAL AREAS are those that are not located in a specific territory (for example: renovate, improve or acquire an existing element throughout the city such as streetlights, paper mills, banks, etc.);

affecting two or more Zones (for example a bicycle lane ...);

or that affect elements that are considered relevant for the majority of inhabitants or all (for example: the Villa de Molina Theater, the Company Park, sports facilities, etc.).

For the process, a limit of 150,000 euros is established in the cost for each of the actions.

Proposals at the municipal level can be either investment or current expenditure of goods or services.

AREA AREAS are those whose execution is related to a single area.

It must be an exclusively investment proposal (purchase of equipment, new work, or improvement or maintenance of an existing one) and it will be sought to affect the majority of the neighborhoods that make up each area.

2) SELECTING THE MOST TIMELY: PRIORITIZING

Of the total of the proposals made, it will be necessary to choose 30 for each of the Zones in which the municipality is divided and 60 for the entire municipality, in order to inform municipal technicians of its viability.

The area scope proposals will be prioritized as follows:

The neighborhood assemblies, which will elect 2 proposals for each one of the assemblies that are elected among those defended in person during the meetings.

The Zone Board of Directors will call as many neighborhood assemblies as it considers;

at least one for each neighborhood that makes up its area

The rest, up to the total of 30, for each of the Zone Commissions.

Proposals at the municipal level will be prioritized by the Municipal Commission, which will select among the proposals submitted up to a total of 60: 30 of financially sustainable investments and 30 of programs and / or activities.

The procedure for its prioritization will be based on face-to-face meetings and will result from the application to each of the proposals, differentiated by their typology and area of ​​municipal competence, the criteria of social justice and territorial cohesion.

Once the actions have been evaluated technically and economically and their feasibility has been diagnosed, the lists of the municipal actions and of each one of the zones will be announced and a period of allegations will be opened, from June 1 to 8, so that claims can be made if deemed appropriate.

On June 15 the final list of the actions, both ZONE and MUNICIPAL, that may be voted, will be made public.

3 °) VOTING THE MOST URGENT OR NECESSARY.

It will be voted to definitely choose the actions that will be carried out.

Citizens over 16 years old who are included in the Municipal Register of Molina de Segura may participate.

It will take place on Thursday June 28 at the polling stations that will be located in social centers or by telematic means, from June 21 to 28, through the website www.decide.molinadesegura.es

Voting will be carried out by differentiating action proposals from area to area.

Of the total of proposals, 100 of zone scope and 50 of municipal scope, will be able to vote up to 5 performances of each of them.

4 °) MAKING FOLLOW UP OF THE ACTION AGREED

A Municipal Follow-up Commission will be set up, in which the citizens can participate to take control of the development of the projects of the approved actions.

Periodically, a report will be made public on the web page detailing the execution status of each one of the actions so that the evolution of each project can be understood in a simple manner.

Once the vote is finished, the count will be carried out and a list will be obtained that will contain the proposals of each zone ordered by number of votes from highest to lowest.

Another list of municipal-level actions that will contain municipal-level proposals, classified into two lists, one of investment actions and another of activity and / or program, which will be ordered by number of votes from major to minor according to the type of action .

On July 5, once the final lists have been approved by the Local Citizen Participation Board, they will be elevated to the corresponding municipal body so that they can be executed up to the limit of the money available.

MONEY DESTINED FOR PARTICIPATORY BUDGETS 2017

The citizens will decide with their vote the fate of 2 million euros, from the corresponding municipal budget of 2019, of which 50% will be distributed among the 5 zones that make up the municipality and the rest will be used to finance actions at the municipal level.

These 2 million euros will be distributed among the actions chosen as follows:

1 million (50%) for actions at the municipal level, of which 0.5 million in financially sustainable investments and 0.5 million in activities and / or programs, of which 35,000 euros will be reserved to finance the proposals arising from the process of Young participatory budget.

1 million (50%) for area-wide activities aimed at financially sustainable investments distributed in the different territorial areas with the following criteria:

600,000 euros distributed in a fixed amount of 120,000 euros for each of the five zones.

400,000 euros distributed among the five territorial zones in proportion to the number of inhabitants.

Based on these criteria, the million euros will be divided among the zones according to the following relationship:
