UPyD Molina de Segura proposes unifying municipal services in six Councillors for a more efficient government (20/03/2013)

The Municipal Council of UPyD in Molina de Segura takes the next Parliament a proposal to unify municipal services in six areas-Councils, with the aim of reducing the political structure of the Consistory and enhance the coordinated operation of services that are now scattered in government delegations in the hands of too many councilors.

According to his spokesman, Encarna Hernandez, "we are used to and after each election the various municipal services are atomized to give government delegations to all members of the most voted, instead of organizing and efficiency criteria depending on the needs of the citizens. "

In this sense, Hernandez notes that the city of Molina currently has fifteen councilors with any Government delegated task, while a Murcia Autonomous Community as accurate only eight Councils, or even the Government of Spain for fewer ministers here thirteen .

UPyD puts the case as a clear example of Urban and Regional Planning, whose services are divided into no less than seven different hands, the same happens with the economic, fragmented into eight Councillors.

Therefore, political education intends to reduce the number of delegations generic six councilors, preferably full-time basis, to handle six Councillors: Economy, Development and Environment, Urban and Regional Planning; Presidency; Internal Affairs, Social Policy; and Public Safety.

For the rest of Selectmen, UPyD remember the option of the special delegation for a project, service, district or neighborhood, and, like the rest of Corporation, all rights councilors have their say in the full, motions, etc..

Also, UPyD believes that this structure should have a more stable, not depending on the government of the day, so it intends to amend the Organic Regulation of the Consistory to include and clarify the role of generic and special delegations.

To make these changes, the policy proposes training within six months, the Mayor authorized to adopt the necessary resolutions for this purpose.

As pre-processing documents, incorporated UPyD two proposals related motion, which includes, on the one hand, delimiting each of the services included in each Councillorships 6 and, on the other hand, a proposal text to amend this regulation municipal.

According to the spokesman UPyD, Encarna Hernández, "these measures would involve not only saving money, but are aimed at achieving a more efficient administration. With six or seven (for surely social policy can be subdivided) great Councils, Government policy management more rational, atomized, and supported and sustained by a strong administration that is composed of public employees.
