The City of Molina de Segura starts the Municipal Plan for Prevention and Control of Absenteeism and Dropout (10/04/2013)

The new Municipal Plan for Prevention and Control of Absenteeism and Dropout Hall of Molina de Segura has been presented at a press conference Wednesday April 10, at the headquarters of the Ministry of Education, Training and Employment of the Region of Murcia.

The event was attended by the Mayor of the town, Eduardo Contreras Linares, and the Minister for Education, Training and Employment, Carrascosa Sotoca Constantine.

The Municipal Plan was unanimously approved at the meeting of July 4, 2012 of the City Commission of absenteeism and drop, and includes assessment and experience, features and influencing factors of absenteeism and dropout in Molina de Segura.

It is a complete and thorough work of the educational community in the municipality and the municipal institution to respond to an undesirable phenomenon associated with school failure, against which we must fight.

This is a work plan from the perspective of education and training, with responses articulated in the educational context, where we study the reality of the municipality.

Mayor explains, "For many years we have been working with success in solving this problem, and I think that the experience of Molina de Segura brings a very professional and a very interesting methodology to address, with prevention as the backbone of all actions ".

The plan study school factors, family and sociocultural, scope and recipients (schools, families, youth and the general public), following its basic concepts definitions developed in the Regional Plan, and taking as early intervention prevention, complementarity, inclusion and coordination.

The overall objectives of the Plan are well defined: dropout prevention in Molina de Segura, working for school success, trying to keep the youth education system through the control, monitoring and reducing absenteeism, and work in the European and national targets to reduce early school leaving (10% for the EU and 15% in Spain).

The concept of early dropouts refers to young people aged 18-24 who leave education and post-compulsory education without a degree (Bachelor or Intermediate Vocational Training, or other equivalent qualification).

It is also providing resources to families and training alternatives, leisure time, while this Plan will be made relevant annual evaluations to improve, being provided a comprehensive assessment in 2015 and the creation of a City Commission to ensure the proper development of the Plan and coordinate actuation.

Background

With the establishment of the first Municipal School Board in Molina de Segura, in November 1996, and the implementation of the various committees, the Technical Committee is constituted Truancy.

Under the Law 6/1998, of 30 November, the School Boards Murcia and Decree 120/1999, of 30 July, which regulates the structure and composition of the Community School Boards Autonomous Region of Murcia, it is the new Municipal School Board, which since its inception created Technical Advisory Committee and truancy.

The Social Welfare Council is launching a research project.

With the findings and proposals of the same, in 2000, approving the Truancy Program of Molina de Segura.

Later, during 2004/2005, there is a proposal evaluation and methodological improvement, in terms of protocol, procedures, functions, coordination and resources.

Following publication of the Agreement of 18 June 2010, the Governing Council of the Region of Murcia, by approving the Regional Plan for Prevention, Monitoring and Control of absenteeism and drop in the Autonomous Community of the Region of Murcia and Order of October 26, 2012, the Ministry of Education, Training and Employment, by establishing and regulating the Regional Prevention, Monitoring and Control Truancy and Dropout Reduction Program (RESP) City Council considers necessary Molina de Segura integrate regional guidelines and guidelines, adapting and applying them to the local context.

So, working on the development of a new Municipal Plan, which is presented to the public, and that includes assessment and experience, features and influencing factors of absenteeism and dropout in Molina de Segura.
