The City of Molina de Segura adheres to the manifesto of the International Day of Transparency and Right to Know (01/10/2015)

The signing of the Accession of the City of Molina de Segura the manifesto of the International Day of Transparency and Right to Information was held Thursday October 1, in the Press Room of City Hall.

Attended by the Mayor of the town, Eduardo Contreras Linares, and the Chairman of Transparency Murcia, Jose Molina Molina.

Adherence to this manifesto by agencies and institutions has been promoted by the Transparency Council of the Region of Murcia.

In recent years, access to information has become a topic of relevance both globally and locally.

Internationally, it has been recognized as a fundamental right for the full development of a democratic society.

Unfortunately the existence of a law by itself does not guarantee the exercise and respect.

A law comes to life when people know and demand their compliance, as the government develops appropriate mechanisms for implementation and control of it.

In a democracy it is essential that citizens have access to public data of their administrations to participate in a real and effective on issues that affect them so.

That's what we show to knowledge society Murcia, because we are aware that public agencies handle a lot of information that belongs to the citizens and this is the reason why we all have right of access to it, and public agencies are depositaries and "servants of the people".

Today on the International Day of transparency and the right to know, we want to say so publicly so unequivocally is practiced at the same time it is a democratic advance to celebrate in our region for the first time this day along with the governments of other countries, regions and municipalities impel years with citizenship.

When we talk about access to information we refer to the possibility for citizens to take cognizance of the acts of government and the documentation supporting such acts.

This concept relates to a participatory notion of democracy and respect for fundamental rights as a source of legitimacy of governance.

In this regard, access to public information is a right based on one of the main features of our constitutional system: the advertising of government acts and transparency of the administration.

Both the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights have recognized the right of everyone to receive information.

This right of access to information raises two key obligations on governments.

First, the obligation to publish and distribute information on what they are doing different government agencies.

Second, governments have a duty to receive requests for information from citizens and the obligation to answer, because access to information is a fundamental human right which consists of two parts:

Proactive: The positive obligation of public bodies to provide, publish and disseminate information on its major activities, budgets and policies so that the public can know what they are doing, participate in public affairs and control how they are behaving the political authorities.

Reactive: The right of all persons to apply to workers in the public sector, information on their activities and documents that is stating its files, and the right to receive an answer.

Without hesitation, legally recognize a citizen to know everything that is public law, because it affects us, must be one of those new attitudes that turned into practice, give us back our civic capital.

Gaining consistency will consolidate our democracy, and we will increase the level of consciousness of our citizens, developing new attitudes, new sensibilities, new practice, and a new relationship between government and citizens.

The Transparency Council of the Region of Murcia as depositary of this democratic impulse is committed to carry out the duties assigned to the Regional Law 12/2014, Law 19/2013 and Convention 205 of the Council of Europe Convention on Access to Public Documents (18/6/2009) in its preamble states that the right of access to public documents fosters the integrity, effectiveness, efficiency and accountability of public authorities, thereby helping to reaffirm its legitimacy.

Democracy is consolidated only if he wins consistency, if it exists in the level of public awareness and if it leads to a new culture arising from the old structures.

We want the citizens of this region to exercise their rights and improve our institutions.
