The Community emphasizes that the City of Molina de Segura is a benchmark for'Gobierno Abierto' (06/11/2015)

The Minister of Presidency, Maria Dolores Pagan, said today that the City of Molina de Segura is a "reference" on 'Open Government', since in recent years "has implemented pioneering public policies in this area" as the Statute Citizen Participation (EPC) and its further development in the form of regulation as well as so-called 'participatory budgeting'.

Maria Dolores Pagan was speaking after the signing of the 'Regional public engagement' with the mayor of the town, Eduardo Contreras, a municipality that joins the Regional Network of Municipalities for Citizen Participation.

"With this commitment we promote citizen participation at the municipal level and, this time, we ask the City of Molina de Segura provide its expertise to the network, for his leadership and seniority in the implementation of such measures" Pagan said.

The Minister said that both institutions consider that the involvement of citizens in decision-making "generates higher quality public policies that will have an extra legitimacy, counting from the beginning with the support of the citizens."

In addition, the regional official also referred to the meeting with representatives of the Federation of Neighborhood Interbarrios.

"They are an example of dialogue between citizens, the municipal government and the political parties that make up the Municipal Corporation", and highlighted their contribution in the participatory process that was held on the Regulation of Citizen Participation.

European funds and public participation

The Minister explained that in his meeting with the mayor addressed the next call for European aid, aimed at municipalities, for a total amount of 27 million euros for the development of 'Strategies for Sustainable and Integrated Urban Development'.

The novelty of European aid is, to define the projects, municipalities will have to make public participation processes and involve local actors in the preparation and monitoring of these strategies to submit to the European Commission.

"The City of Molina de Segura is already working on this point through web-enabled for that purpose," said the minister, who recalled that the Consistory has available Unit European funding opportunities, providing "support" for the whole process of elaboration of the project under European funding.
