The Mayor attends the meeting of the Commission on the Information Society and New Technologies of the Spanish Federation of Municipalities and Provinces and Exchange Commission of Telecommunications (08/03/2010)

The Mayor of Molina de Segura and Vice Chairman of the Information Society and New Technologies of the Spanish Federation of Municipalities and Provinces (FEMP), together with other members of the committee met on March 4 at headquarters of the Market Commission (CMT) in Barcelona, to explain the position of the FEMP to the public consultation launched by the CMT, which raised a series of questions about the different possibilities of regulating the operation of WiFi networks and the provision of electronic communications services on these networks by the government.

Eduardo Contreras explains, "it is time to clarify the rules of all agents involved in WiFi network deployments, while incorporating new social demands in this area, looking for an imaginative model reconciles operators' interests with those of the government.

The new regulatory framework must also take into account the closeness of Local Government with citizens, and that this is the best known social configuration of the municipalities, needs, gaps and opportunities.

So, this is the administration to articulate and channel the actions in this field, thus avoiding conflicts with other administrations, which may encourage the development of wireless networks through local entities to devote the appropriate budgetary resources. "

Linares Contreras adds, "If the government gives computers with internet access, it stands to reason the need to provide citizens with a municipal WiFi.

A minimum service that includes access to e-Government, e-mail and Web browsing, which does not distort competition, the defense is essential purpose of the Market Commission (CMT). "

The Commission on the Information Society and New Technologies of the Spanish Federation of Municipalities and Provinces (FEMP) has moved and its proposal to the CMT, which has pledged to study it and analyze it at a future meeting of the CMT itself.

The letter was spearheaded by the CMT on 25 June 2009 and concerned the operation of WiFi networks by municipalities, financed in whole or in part with public funds.

The issues raised by the CMT to the FEMP are:

Do you consider that the provision of broadband services using wireless technology at prices below the cost of providing always distorts competition?

Question 3.

If your answer is yes, what features it considers relevant connections to limit potential effects on competition?

Question 4.

What limits imposed on these features to minimize or eliminate these effects?

Question 5.

Specifically, do you consider that the proposed restrictions on the access speed is sufficient to ensure that there is competition?

Question 6.

Do you consider the other constraints (access to content, time constraints, etc..) To allow development of a competitive market?

Question 7.

Would you add any other requirements to protect or promote the market for broadband services?

Question 8.

What other conditions may be required to government in developing its business as operators of electronic communications networks and service providers?

Question 9. Did you need to modify the Rules of provision of services in the sense indicated in this proposal or another?
