The City of Molina de Segura presents its Local Agenda 21 (28/04/2010)

One of the first initiatives that take place is the environmental restoration project of the Rambla del Chorrico

The presentation of the Local Agenda 21 of the City of Molina de Segura, developed by the Department of Environment, was held Wednesday April 28 at the Plenary Hall of the municipality.

Attended by the mayor of the town, Eduardo Contreras Linares, the Director General of Planning, Evaluation and Environmental Control Region of Murcia, Francisco García Espejo, and the Councillor for the Environment, Consuelo Rosauro Meseguer.

In the framework of the activities of implementation of Local Agenda 21, the full City Council for Molina agreed in December 2009 the Council constitution Molina 21, as a consultative body to promote co-responsibility and public participation in municipal life, to improve the quality of life for present and future generations.

In the same session approved the statutes are aimed at establishing the basic principles of operation of the Board Molina 21, which is in January 2010.

His presidency is held by the mayor or his deputy Councillor, and consists of twenty-five members representing political groups, other governments, environmental organizations, a representative of teachers and schools, a representative of the rural and agricultural agents various social and economic groups in the municipality.

In March 2010, the full City Council agreed to approve the Environmental Assessment of Municipal and Municipal Action Plan, documents that are developed a Municipal Strategic Plan based on integration with sustainable criteria of environmental, economic and social the municipality and arising from the participation and consensus decision-making among political representatives, municipal staff, stakeholders and citizens of the municipality.

Once all the formalities for the implementation of Local Agenda 21 in the municipality, the municipality of Molina de Segura requested last March at the Federation of Municipalities of the Region of Murcia grant to support environmental projects contained in the Plan of Action, which set out 6 strategic (Human Environment and Social Welfare, Natural Environment and Biodiversity, Territorial Organization and Mobility, Urban Environment, Environmental Intervention instruments, and Municipal), with a series of action plans and concrete actions that are marked as targets by the city of Molina de Segura to meet the commitments made within the Local Agenda 21 project.

The Federation of Municipalities of the Region of Murcia has awarded the City of Molina de Segura a grant amounting to € 19,000 to carry out the project's Environmental Recovery of the Rambla Chorrico, which consists of cleaning the area of bush and existing scrub (with the exception of tarays), and the installation of a section of pipe to conduct water from the coastline to a collector of existing storm water collection in the area, with the scheduled execution time of 1 month.

The process of implementation of Agenda 21 in the City of Molina de Segura began in 2002 with the joint signing of several municipalities in the Region of Murcia from the Aalborg Charter of 1994, which led to the accession to the European Campaign Sustainable Cities.

In 2008, the City Council of the accession molinense the Collaboration Agreement signed between the Ministry of Industry and Environment in the Region of Murcia and the Federation of Municipalities for the implementation of Local Agenda 21 and the development of environmental observatories.

That same year, the Municipal Council ratified the Aalborg Charter of 1994 and the Compromise of 2004, Aalborg +10, in its entirety, taking all its principles and proposals for sustainable development.

Later, in November 2009, the House agreed to the accession to the Cooperation Agreement signed between the Ministry of Sustainable Development and Spatial Planning and the Federation of Municipalities of the Region of Murcia, committing to the preparation of the necessary means to implement Law 4 / 2009, dated May 14, Integrated Environmental Protection in the Region of Murcia, and the momentum of the action plans of the municipality's Local Agenda 21.

And in December 2009 established the Permanent Bureau of Local Agenda 21 (OPAL), conceived as a public service negotiated, channeling of citizen participation in the strategic project of Local Agenda 21 (LA21), Institutional Relations and technical development of the process of Local Agenda 21, which provides information and training as a center for documentation and organization of workshops and Municipal Environmental Observatory.

This office, multidisciplinary, is composed of experts from different municipal councils to issue reports to be issued in respect of matters relevant to them.
